i got Em4 maybe i need Em4 Deluxe for this mod? =/ or can i play it with Em4?

Hello when i start Em4 i can start it i click Modifikation Click NYC mod wait wait wait wait and i get this: http://i53.tinypic.com/t96yqu.png i have try Start as Admin but i get this again i need help =/ sorry for my english =)
