Fire services in the Netherlands have three 'codes' Prio 1: responding with lights and sirens Prio 2: responding without lights and sirens, but we can use some of the exceptions in the law (parking on the side walk etc.) Prio 3: responding without lights and sirens and without use of exceptions (so you're basicly a civilian) Ambulance services also have 3 codes: A1: responding with lights and sirens to an emergency A2: responding without lights and sirens to less urgent emergencies B: responding without lights and sirens to transport rides I'm not familiar with the 'codes' system the police use in the Netherlands. It's more complicated especially since they have some codes where the get to respond to burglary etc. without lights and sirens so they won't scare of the robbers.
