Is there a way I can fix it without re-installing it??

I keep getting IP_STATIC things in front of every menu selection on the start up menu can somebody please tell me how to fix this? I have a valid game that was bought for me and for some reason it won't work because of this IP_STATIC thing! I have 911-first responders/Emergency 4 with LA Mod 2.0/update 2.2 on windows vista 32-bit! Can somebody get back to me "ASAP"...
