I like the tarus, however, I really like the Vic due to size and personally what I think should stay the base patrol car. Good power, handling, and space. I've never been in a tarus squad so we'll see.

I believe the only way they disappear is when they are involved in an event. If you do it, I believe the only way is to transport the bodies away, at least without advanced scripting.

You edit the prototype in the editor. Load the editor, then load the mod. There should be a menu with all the objects in game. (if not go edit-scene). Click on the unit you want to edit, then select edit on the right side. Here you can edit lights, vehicle type, childs, etc.

Adding a vehicle to another mod isn't as simple as copy and paste. You have to first know how to get vehicles in editor, which is to complex for me to explain. I recommend searching around this section since the tutorials are down.

However, sometimes it can still give you calls back to back, however it's about 1 in 5 to 1 in 10 calls.
