Grade and ranking would be in two or three groups. Main Group is know as the Fire Department's Main Forces and Organization Power Sub Group is seen as support only. Because the are rarely call into service and limited in areas of service. ------ (Main Group) Full-time Firefighter Part-Time Firefighter Budget Apparatus Fleet Size Stations HQ Commands Administration Layout etc. (Sub Group) Volunteers Firefighter (Not seen part of the Main Department) Civilian Firefighter with Official Training Program (Most times not seen as part of the department) Funding by... Support Any Equipment they have. etc. ------ Third Group has to be Combine with Main Group or Sub Group. Not both and can least be only at one of the Levels. (Government Levels) Township/Local City by size Country/Prefecture State Nation ------ So you are comparing a Volunteers State Services to an.... Metropolitan City type with a Full-time Staff Department. Your comparing of the Two service are not fair at all levels. Plus the Rural Fire Services are always big because of combining many departments as one. You see what my point is? If I was allow to combine Japan's Departments to the area size of New South Wales? More likely Japan would have more Full-time and plus Volunteer Fire fighters. Numbers of Volunteers in a Fire service means they only have more man-power. Plus N.S.W. don't say if they are fire fighters or a person who sits at a desk all day. The first freeplay map will almost be the same as the game. But edit the looks to be more Japanese. We going to add Police Station, Hospital, Fire Station and a City Works Station. The Stations won't be in the same place. Later We will add two freeplay maps that's base off one of the 23 wards in Tokyo. Making it the same for real is a question still. Hopefully we will have more events in these freeplays.

I have to make a new sirens files for unit. They are hard to find good ones. It because of strict Laws or hard to record them. Japan is so strict with things that Hand cuffs can not be film on camera. Sirens are old style in Japan.
