As i sayd in the 911: First Responders FAQ: Emergency 4 and 911: First responders are exactly the same games, only changes are the title and the language. So mods will work without problem.

This happens randomly, mostly fully restarting the game and then not touching the pc while it loads all should fix it

Right click on the em3.exe shortcut in start => strategy first and check propertys, where does the link to?

Disable your antivirus & firewall software and disable all kinds of popup software (instant messagers, pop peeper,...) IF i read the lofile right, this should fix it, if not resend me the logfile after doing that, maybe something changes
