Take the one of the Netherlands mod 3.0 (it was made by Hoppah too) the difference with the LA Mod version is that you can configure 2 sirens for each vehicle which will be used randomly but it should be cleaner as less vehicle where added. Are you talking about an Ati Radeon 4600 or an Ati Radeon HD4600 ? As far I remember the was no Radeon 4600 since the Radeon series started at 7000 so if it's an HD4600, even thought it is not a gaming card, it is released after the "x" series in the minimum requirements and therefore the game should be playable.
