Any member in violation of these rules will be subject to discipline, up to and including immediate termination of their account. It's come to the point now where the staff are acting as babysitters and it's just too much. We shouldn't have to spell fair use out for the community, but unless someone comes up with a way to lock all files from those who don't have permission like in GTA IV, this is how it is going to be. If things get worse, it may be the end of the community.

The problem is a significant amount of resources get used by this game, and no matter how nice your PC is, it will lag a bit at least. The best way to reduce this is to delete some radiation from your vehicles. They're some of the worst -

While that is true, don't forget that GTA V had paid content developers, who could work all the time at it, and of course they had significantly more people. Rockstar stated much more than 1000 people worked on this game. Let's say it was 1500 people for easy math. If each of these 1500 people only put in one full work week on it, meaning it was 60,000 hours put into it. I think in total, there's four people contributing to this mod. Let's say that on average each member is able to contribute five hours a week. That's to accomodate for real lives, as well as waiting for their skills to be needed again. It's been 1277 days since this topic opened, which means that about 912 hours were placed into it. Even if each member on the team contributed 40 hours a week, that's still only 7297 and change. It's not really fair to compare GTA V, a game made by a humungous staff (more than the total membership of this site) of professional developers working full time to complete it, to a mod made by roughly four people, working in their free time when they feel like it, who probably don't even have the skills to join up to the GTA V team. (No offense to them)

Private mods are exempted from copyright rules kinda. You don't have to provide readmes and all that, and we can't enforce youtube, but if you post here, we do expect you credit those who contributed to the showcase. Yes, you can contact me, however unless a staff member in particular is involved in the copyright violation, we all will be involved in the matter. If for whatever reason you don't want to contact me, feel free to click report on the offending content, or the user's profile and include any relevant information.

Due to many questions we've been getting about our copyright checks and reports lately, the staff has decided to release a short report, and keep it updated with any and all further reports. To encourage reports, no names are listed in these summaries, including that of the content authors. All punishments associated with the reports, if any, are also listed here. This is a means to be more transparent as well, so if you see an issue, or just have a question on these, please feel free to ask it. All these summaries are just that, short summaries saying what we did and how it was done. We do have more detailed logs we keep for reference in the future as well. **** LA Mod 3.x Violation Reports Reports of unauthorized edits and lack of credits provided for the readme. Upon contacting the member, the member confirmed his violations and agreed to remove the mod pending corrections. The member received one warning point for the offense. **** London Mod Violation Inquiry A member contacted staff inquiring about the readme and rules regarding general credits. After a quick review it was determined that the readme was in compliance with the previous rules and therefore grandfathered in. The member was advised that future releases would be expected to follow new rules. As no violations for copyright infringement were reported with this, only a readme inquiry, the issue was closed without further investigation. **** DC Mod A member reported his content being used without credit or permission. A staff member privately contacted the member for the vehicle in question, and was provided. The same staff member also contacted the mod author to receive the files in question, and was provided with the same. The content was removed from the mod and the member received one warning point. As this was a repeat offence and the third overall, a 15 day suspension was also issued. **** My BOSTON MOD edit A member reported this mod for lack of proper credits. After downloading the mod to investigate, a staff member determined there was NO readme in the download file, nor on the first post of the topic. The mod was immediately removed and the member was notified to replace the file with one including a readme before releasing any additional versions. The member was issued one warning point for this violation. **** L.A. County Modification Reskin A member commented about the use of other's models in this mod, which resulted in a lengthy public discussion, including fights erupting. Nothing had been released, so there was no punishment issued for that, however the resulting attitude presented on the forum and in signature including abusive language and cursing landed the member several warning points and a suspension. **** NYCERU Modifications including Manhattan and Brooklyn Borough of Fire Modifications. After receiving a notification from a member about several model violations, the member responsible for the mod was given a private message notifying him of the violations after a staff member confirmed these violations. As one of the staff members was a member who's content was reported as being used without his permission, he was asked to excuse himself from the investigation. After the member was contacted, he took the matter public, and when other members on the site noticed, they reported several other violations. Although many items were reported, only certain ones were investigated, as deemed reasonable to prove by the staff. We further investigated. All download links were removed voluntarily, and the member was informed ALL offending content would be required to be removed, and all content would require full credits further, whether it was released here or not. The member responsible for the mod noted that many of the violations were caused by content supplied by a currently inactive team member. As member responsible for the mod, he was still considered responsible for the mod's content as well. The other member in question was asked about this, and admitted to many of the violation reports with no issue. No warning points were issued as the staff took note of the profile of the mod in question, and agreed that so long as the member followed the directives, we would assume that violations were not intentional. **** New York City Mod 1.01 Courtesy Check Due to the size of this mod, the staff determined this should be subject to a courtesy check. Three staff members are content authors in this mod, so they excused themselves from this check. A fourth staff member reviewed the files and determined under the old rules this mod was compliant and all content used was credited appropriately. Note made for version 2 to obtain permission for several items including some personnel skins, as well as to update the readme for a full list as per the current TOS. No further action taken. **** Mayberry County Mod Courtesy Check Due to the popularity of this topic, the mod was subjected to a courtesy check. Upon investigation we determined that the content had come from many different places, however upon the cursory check, it appeared to be properly credited at this time. A full investigation was not done into this mod considering the size of it. Notes made are for the team to update their readme to be in compliance with new rules for all new releases, as well as to note the LA mod base for this mod. No action at this time taken **** Montana Mod Courtesy Check Due to the popularity of this mod, a cursory check was completed. Content used in this mod appeared to be fairly credited, and with absence of any reports of misuse for this mod, as well as the members responsible for it, we assume that all the content credited has been appropriately given permission for use. No further action needed at this time. **** RCMP Mod PreCheck The staff has requested a pre-release copy of the mod, including a drummed up readme, at the request of the member in charge for a precheck to ensure that they are on the right track for permission and copyright. After review, we will submit a list of permissions needed and copyright notes to allow an immediate release of that version. As this mod hasn't been released, and is a prerelease check, it will not result in any action taken towards the team in progress if they abide by our recommendations.

Okay, so since I have not gotten a straight answer, I'll ask again. I want a new Ford SuperDuty pickup with a cap, full working doors and an area for a K9 unit, lights included. Do you have anyone that will make this for me in exchange for a reskin? It appears based on the site's credits, you have two team members, neither of which can model. And looking around other things there, there's no list of who does what besides that list.

So essentially reskins and placing objects on the map? Is there anyone to do the more difficult (and MOST important part) placing streets and paths? The others have echoed what I'm trying to say. There's too much of the difficult stuff that you don't have anyone to do, which is what people need the most around here. In regards to my question about the model, I still don't have an answer for it?

So just to understand... If I can only skin (I mean, that's all I can do, that and light... It's not like there's any way to verify this, as I haven't released anything, like many members) and I need a Ford SuperDuty pickup made for my mod, I exchange a reskin of dennis reid's model, and then I get my made model? And by map, what exactly do you mean? There's a LOT of different things that go into mapping. What if I needed a full map, would this be something you could work on for me?

It doesn't need to be an amber light, especially for emergency vehicles, however amber is the standard flashing light used. They reserve red/blue for emergency vehicles, as a way to signal that that particular vehicle is in a hurry to get somewhere, and it makes it easier to identify to everyone, including the tower. Many Airport Emergency vehicles will have an amber light to be used on the tarmac when not an emergency

So to me, this seems like a great idea, except for one thing. Skinning a vehicle is probably the easiest of tasks available. Now while a higher quality skin does take longer time than a mash up, it still takes less time than making a model, or even UVing it. So this means you'll have a lot of people with the idea that they want to make a mod, but with no real skills (skinning isn't a major skill, almost everyone on this forum can do it) coming to you looking for models. So people are volunteering to make a model, and then in turn, a UV map, as these people probably don't know how to make a UV map. So essentially someone is making models to be skinned after they UV it. The people creating the model would not need a skinner, as they would just as soon make the skin they want for the UV, as opposed to a vanilla/base skin before making the one they want. This flaw in the idea seems like a major issue to me. You'll get many people with little to no skills coming in expecting a full mod presented to them, models, and scripts and all. If I was you, I'd revise my entrance requirements to be a little more stringent. Perhaps limit it only to modelers, scripters and UV Mappers (Note, UV MAPPING IS NOT SKINNING) you know, skills that require a little more effort, and can be relatively equal in output. Now perhaps the agreement is that they'll make fair use items, so that new members can learn to mod on them. Realistically, there's members here that can knock out a bare model in say 5 or 6 hours, no UV. Now there's others that can knock out an awesome looking UV in say 3 or 4 hours after that. And there's scripters that can knock out a script in the same. The modeler I'm talking about that can fly through 3D hates UVing. I know people that love UVing and hate 3D work. If you expect to get into this, knowing they'll have to make models for others who will only reskin theirs in return isn't a fair trade off, and you're not going to attract many people that way. Look at the real modding skills (script, Model, UV) and you'll get more people in, as it'll be more reciprocal.

Bomb threat at an airport

Sorry, forgot I was supposed to update.. The issue has been resolved, but I'll debrief After the K9 team completed their full sweep, as well as the EOD officers doing a one over themselves, the aircraft was declared safe. While the K9 was clearing the plane, Air Canada (the airline in question) was involved in talks with the City and the Airport one a long term situation. The Airport Authority doesn't foot the bill for the passengers in the event of a bomb threat, the Airline is responsible, so the Airlines were meeting to arrange buses to transport the passengers to hotels to stay the night, as it was getting late and no one likes sleeping in an airplane. The Pizza was making its way around the terminal now, and the bar was open full swing (seriously) as a means to keep people calm and happy. Once the EOD gave the all clear, the buses were cancelled, Taxis went back to their routes, and the passengers began the reboarding procedure. The aftermath is something never considered. I see it time and time again in emergency preparedness, they have thousands of ideas of how to deal with it while it's happening, but many have a lackluster back to regular business plan. While the airport had a plan in place, it wasn't exactly enough. There was over a thousand passengers ready to reboard, which meant going back through security (as there were things in the terminal that aren't allowed in the cabin). The CBSA and Airport security were quick to man every station for inspections, and people were flowing through slowly. I'm not sure if the airport, or airline made the call, but several Airlines, such as Westjet closed until later in the night, while others opened right away. This was used to shorten the lineup, however it still was hundreds of feet long. That being said, about 3 hours after the all clear was given, everyone was back in the secure area, or boarded on their plane. The airport was lucky in the way that they did not deboard every plane involved, otherwise the numbers would have been easily doubled, and the situation made much worse. Overtime was used en masse, and CBSA, Airport Security and the contracted private security company recalled about half the off duty employees for the rush. -
To make a map, you need a photo editting program, such as Photoshop, or GIMP. Now obviously you might have to go with something like GIMP as opposed to a more expensive option. I recommend if you're starting from the beginning, download one of the maps from the download centre on this site, and you can edit it in. You'll need to save it as a tga (targa) file and then in the floor editor (F2 under Editor)you can import a texture, that being your TGA file and you'll be able to call that your map texture.

Ever curious how it works? Well, there's actually a (somewhat credible) threat at the airport in my city right now. Well, it all starts off hush hush. To keep people calm and quiet, they don't start right off with "BOMB THREAT! EVERY MAN FOR HIMSELF" This one was originally reported as a mechanical issue that grounded the plane. A couple news outlets picked it up as a side note in their top of the hour run down. Nothing overly exciting, and it made a good cover for the presence of ARFF trucks on the runway. Standard procedure A couple of minutes later, there's always a reporter in the area, and they start to notice things are a little different. One reported that there were planes landing but not going to the terminal. Normal for a small private jet, not so much for a 737. Twitter still hasn't erupted. Standard Operating Procedures for a bomb threat in my jurisdiction is evacuate the areas in immediate risk, but leave everyone else where they're too. The plane in question was at the terminal at the time of the threat coming in, so they evacuated the plane, as well as the secure area of the terminal. People started tweeting they were being told to leave the secure area. More outlets started picking it up. The increased media presence starts to notice the increased emergency services, including ambulances arriving, despite the plane stopping. The idea that a mechanical failure is at play doesn't float any more. Word starts getting out about the bomb threat at this point, either through people hearing chatter, or through noticing major police presence, including K9 and EOD trucks. Once the airport has confirmed the threat as credible, they shut down, meaning if you were able to go elsewhere, you did, and if you haven't left, you won't. At this time too, the terminal is now completely closed (no in, no out) and the people on planes on the tarmac are not leaving. This is logistical. It takes a lot of time, man power and money to move people. If they don't HAVE to, they don't. People here are generally pretty easy going, so people are pretty relaxed at this point. Once the airport announces it with a press release, national outlets pick up the story, and it starts to go viral. At this point, EOD is on scene, and they're preparing to go in. Mutual aid K9 units have been brought in to resolve this issue as quickly as possible. Lots of emergency services are standing by for the worst case. If it gets bad, as in they confirm an explosive device, measures will be taken to evacuate. People aren't noticing the background noise at this point, as there's blinky lights all around, but taxis are starting to stage, and buses are being brought to the terminal for quick evacuation if needed. The entire airport is indefinitely closed, pizza has been ordered. No photo of that unfortunately. As the EOD enters the tarmac area, the airport shuts down its "airport cameras" which show the runway, the terminal and parts of the tarmac. Last frame on the site before they took off the feed. At this point the K9 units are doing a preliminary examination of the plane, going over the outside for scents of explosives. They'll move into the cabin, the cockpit, and then the cargo hold, and finally the other areas in the plane that don't get a lot of traffic. They do this slowly and carefully, going on the most traveled areas first (because it's easier to drop something there, and it's probably safer, since so many people went through it). While the Dog teams look for explosives, the EOD is gearing up, waiting for the go ahead to enter. ARFF teams along with local fire department are on standby close to the aircraft, but far enough away as to not interfere with operations. The director of Emergency Services and other department representatives, as well as Medical teams and additional fire support are staged at the Emergency Operations Centre, commanding the entire event. Evacuations at this point have been completed, which is why it took so long (about 3 hours) to actually investigate the plane for explosives. You don't want to be moving people when trying to find explosives. You run the risk of putting people in harm's way, getting wires crossed, and making things more hectic than need be. If you watch the twitter feeds (YYT, St. John's Airport, Bomb threat, and the like) you'll see lots of people tweeting, all of them talking about how it's been orderly and people are maintaining a good attitude. This comes from careful planning of the emergency services at the airport. If the people controlling the group act calm, normal and like it's no big deal, as will the people. You'd never say there's a bomb threat by looking at the terminal, with lots of people sitting around, smiling, joking, and pizza being delivered to the masses. Emergency services present aren't using lights and sirens past the turnoff tot the airport either (except on tarmac, where required), which makes this issue seem like a smaller one. I'll update as more comes along

Just mention it for the first time you showcase it. IF you're showcasing something else after the initial release of it, like say this forest, you're not required to credit the pickup again. That being said, if you do some more work on that pickup and decide to showcase it again, it'd be a good idea to credit itch again, to avoid confusion. -
I'm glad to see someone like this trying to come at this from the same side that the majority of people have been, but have been shot down. You're very well spoken, and I agree with BMA, it doesn't hurt you to have a list of people to thank for your work, but it really helps the mod creators want to continue pushing things forward. Feeling thanked and respected is really all any of the free-to-play mod makers want

What you're asking looks to me like you're asking if you need permission on a mod in progress. While technically you can do all the private edits in the world without permission, if you plan on releasing something, it's good to get the author's permission when you start working on their things. Generally many people are fine with sharing their content, the only exception being when people do very little (or no) work to change something and call it theirs. If you do work on something, people generally will let it with appropriate copyright provided.

No, but you did get banned from Emergency Planet, a THIRD time after this one. That's pretty impressive, given how hard it is to get banned here. Especially compared to Squad55. Also, don't compare your work to original content creators. Reskins is a different league than new models and scripts. Here's the facts. Mentor1159 used content he wasn't allowed to in his mod. When he was warned about it, he got upset, and as you can see from other sites, he got pretty upset. Now he is saying he'll leave this site and take his material elsewhere. Now, the thing is, even if he goes to the Emergency Europe board to release this mod, it'll have to be removed from there as well, given their copyright requirements by their forum rules are more strict than ours. Also on top of that, their host has a strict copyright policy that if you do not follow (which means you cannot even have links to downloads of someone else's work without their permission) they will terminate the site. Now, since certain members can't behave, and it's becoming an issue for this site, I'm going to put the third ban on Mentor1159 for significantly longer than last time. I'm also going to close this topic. Let's try to act like adults shall we?
