Installing mods for 911 first responders on Windows 10

I know it's 2022, but i still play Emergency 4 Deluxe. My problem is, that when I download a mod, (I download it from here) extract it, then put it in the mods folder and install with the Em4 Mod Installer it's ok. But when i run the EM4 application, go to mods and click it, the game freeze and then it's not responding. Any help will be appreciated. Thank you.
