Did u turn off all the other task running on the computer. ie Anti-virus, spyware, spam etc.

Did you try setting your config file to read me only?

For starters it to hard to read your idea because it one big Paragraph. second have you done any research to see if the idea you present will even work. Can such a game be put together. From what I read it be way to complicated and appears to be two or three different games thrown together. If you want any hopes of a devloper taking up the game you need to work on how you present the information. As it stands right now you have to read through it three or four times to understand what begin present. I doubt any devloper going to take the time.

Did u try redownloading the file and saving it some were else then try to install with the new download.

Maybe you have to take your pc to computer store and check but might not be worth it depends on how much memory and what processor you have. With a 4mb video card I doubt the rest of your system meets specs. I have not seen a 4mb card in years.
