So, when I play some of the missions, I have access to a lot more New York vehicles than when I play freeplay, such as the Impala, the NYPD SUV, etc. Is there any way to bring these vehicles to freeplay?

Try loading the LA Mod first. I saw somebody on a danish forum talking about it.

Yes, it worked, but it is very inconvenient if every time it must be done. I hope soon this inconvenience to be fixed.
