What do you do to make game file from here I have got winrar but I do not know how to use it

How do you extract the files via winrar

Do you extract the rar file into winrar if not how do you put it into a game file

I don't have a problem with downloading the mods I want to know how to change the mods file type from a dds or a rar to a EM4mod file

when I download mods after it is downloaded I check the file it says the file type is either a Rar file or a DDs file the only way I can download mods on the mod installer is if they are EM4Mod files how do I change the dds and the Rar file to a EM4Mod file
