I tried that but not it keeps saying "Could not load the texture" Any help?

So Ive been searching for this topic and cant find either a tutorial or kind of step by step on how to do this. So I am working on a personal mod for my hometown Fire Department. I wanted a new map with the fire stations and police stations, hosptials ect in there (Example Manhattan mod or Mayberry Mod). How do I put those kind of maps into the free play? Thanks.

Trying hard to get a picture. Nothing works.. I tried reinstalling nothing. Specs are GPU: Geforce GTX770. CPU: Intel®Core i5-3570K CPU @ 3.40GHz. Memory 8.00 GB RAM (7.76 GB Usable) Driver is up to date. Also currently making a private mod for myself.

All, Ive recently gotten this weird graphics glitch. The vehicles, persons ect when behind a object like house or tree the outline of the person or vehicle turn green. Any help?
